City Municipal Councils are constituted under Section 11 of the Karnataka Municipalities Act, 1964 for every smaller urban area notified as City Municipal Council under Section 3 in accordance with section 9 and 10 of the said Act.
At present there are 44 City Municipal Councils. Tumkur City Municipal Council which was upgraded as Tumkur Municipal Corporation is not constituted as a Municipal Corporation under the Karnataka Municipal Corporation Act, 1976 in view of the directions of the Hon'ble High Court. City Municipal Councils are graded as Grade-I CMCs for city municipal councils having population upto 1,50,000 and as Grade-II CMCs for city municipal councils having population more than 1,50,000. This grading has been done for administrative purposes for specifying the staffing pattern under the Karnataka Municipal Administrative Rules, 1970 and Karnataka Municipalities (Officers and Employees) Recruitment Rules, 2011.
Municipal Commissioners are appointed for every City Municipal Area as required under Section 331 of Karnataka Municipalities Act, 1964.
